Chinese Health Commission: Study and Establish A National Unified Electronic Medical Record Information Standard System
A few days ago, the official website of the National Health Commission of the People’s Republic of China released the “Reply to Recommendation No. 10294 of the Fourth Session of the Thirteenth National People’s Congress” (hereinafter referred to as the “Reply”). The specific content of the response of the National Health Commission to the “Suggestions on Promoting Electronic Medical Record Data Sharing” put forward by the National People’s Congress was announced.
The “Reply” mentioned that at present, China’s comprehensive health information platform has basically been established, more than 7,000 public hospitals above the second level have been connected to the provincial coordinated regional platform, and more than 2,200 third-level hospitals have initially achieved intra-hospital information exchange and sharing. In December 2020, the National Health and Medical Commission issued the “Notice on Further Promoting the “Internet + Medical Health” Service Action”, requiring hospitals above the second level to accelerate the realization of in-hospital medical service information interconnection and sharing and business collaboration. Relying on physical medical institutions to achieve data sharing and business collaboration, provide continuous services that seamlessly connect online and offline, promote regional information sharing and mutual recognition, and promote access and sharing of medical and health information such as electronic medical records, inspection results, and medical imaging data among medical institutions, and gradually realize the mutual recognition of information covering the province.
The “Reply” mentioned that the National Health and Medical Commission attaches great importance to health and medical big data services and is studying the establishment of a national unified information standard system for electronic health records, electronic medical records, medicines and equipment, public health, medical services, medical insurance, etc., and gradually make the interconnection, interoperability, information sharing, and business collaboration come true. At present, the construction of HIS, LIS, PACS, and other basic information systems has been basically completed in hospitals above the second level in the country, and most of the third-level hospitals have established information systems such as telemedicine and regional imaging diagnosis. Provinces are actively exploring the application based on the national health information platform. Liaoning province has realized the interconnection and business collaboration of more than ten health and health business systems; Chongqing city has realized the cross-regional and cross-medical institution data sharing and interconnection of health records and electronic medical records, access; Hunan province has achieved shared access to health records, mutual recognition of inspection results, and unified appointment and registration management.
In the next step, the Health Commission will work with the Ministry of Finance, the Ministry of Industry and Information Technology, and other departments to further study relevant support policies, coordinate and promote the construction of infrastructure such as the national health information platform, improve the network coverage of primary medical institutions, enhance the network carrying capacity, and promote the national health information platform. Medical information sharing among medical institutions; further promote the “Internet + Medical Health” and “Five Ones” service actions, integrate resources, promote multi-code integration application services, and facilitate the construction of medical informatization; deepen the implementation of the “Data Security Law” and “Personal Information” protection law and other laws and regulations, strengthen data security management, privacy protection, and ensure the security of patients’ personal health file information.
